Nearly half, 47%, already use AI tools during their college search, while 60% report a more negative perception of a college when institutional communication feels AI-generated. 

Those may sound like separate trends.

I think they tell one larger story.

The student journey has changed, while many of our enrollment systems are still organized around the journey we used to have.

A future-ready enrollment marketing strategy has to connect the moments students experience before inquiry, after inquiry, across digital channels, and eventually through a meaningful relationship with the people at your institution.

That is where the new rules of enrollment begin.

Rule #1: Your Enrollment Marketing Strategy Must Begin Before the Inquiry

For decades, enrollment systems were built around a fairly predictable event.

A student raised their hand.

They filled out an inquiry form.

They registered for a visit.

They met your admissions counselor at a college fair.

They responded to a campaign.

Once that happened, the institution knew who they were and could begin recruiting them.

The Enrollment Engagement Report suggests that model no longer describes a large portion of the college search.

According to the report, 53% of students applied or requested information without any previous direct interaction with the institution. 

They did not suddenly become interested when they filled out that form.

They had already been researching.

They may have explored academic programs, watched student videos, compared financial aid information, searched Reddit, followed your social accounts, checked career outcomes, read reviews, asked an AI tool about your school, or returned to your website several times.

From your institution’s perspective, they were invisible.

From the student’s perspective, the relationship had already started.

Capture Higher Ed refers to this hidden portion of the journey as the “dark funnel.”

That distinction matters.

An effective enrollment marketing strategy can no longer begin with the inquiry form.

Your website, content, organic search presence, student stories, social channels, video, program pages, affordability information, and digital advertising are already doing recruitment work before admissions knows the student’s name.

For many institutions, that means marketing carries more responsibility earlier in the journey than it did even a few years ago.

Your prospective students are forming opinions while they are still anonymous.

The question is whether the experiences you give them during that invisible phase help them move closer to you.

Enrollment Marketing Strategy Step: Map the Invisible Journey

Start by looking at the content students consume before inquiry.

Which academic program pages attract the most prospective student traffic?

Where are students spending time on your financial aid pages?

Which student stories or videos receive sustained engagement?

What questions are bringing visitors to your site through organic search?

Where do visitors repeatedly return?

Then trace where those experiences lead.

A student researching nursing should be able to move naturally from the nursing program to faculty, clinical experiences, student stories, career outcomes, affordability information, campus life, visit opportunities, and an appropriate next step.

They should not have to reconstruct your institution from a collection of disconnected webpages.

That is the first new rule.

The enrollment journey starts before you can see it.

The personalization findings in the Enrollment Engagement Report may be even more important than the stealth-applicant number.

Sixty-three percent of students said generic outreach makes them less interested in a college.

Eighty-three percent said they are more likely to take the next step when outreach feels personalized.

And 40% expect personalized outreach before they ever submit a form. 

Think about that last number for a moment.

Students increasingly expect relevance before they have formally introduced themselves.

Higher education did not create that expectation.

The rest of their digital lives did.

McKinsey found that 71% of consumers expect companies to provide personalized interactions, while 76% become frustrated when those interactions are not relevant.

Your institution probably does not have the technology budget of Amazon, Netflix, or Spotify.

Most colleges I work with certainly do not.

But the lesson is still useful.

Personalization has become part of the way people evaluate whether an organization understands them.

For colleges, personalization does not have to mean an elaborate technology stack.

And it should mean more than inserting a student’s first name into an email.

Good personalized enrollment marketing starts with relevance.

If someone repeatedly explores your engineering program, show them useful engineering content.

If someone is spending time on scholarships and financial aid, help them understand affordability.

If an admitted student has already visited campus, stop sending introductory visit messages and move them toward the next meaningful step.

If a parent is worried about career outcomes, give them evidence that speaks directly to that concern.

The principle is simple.

Use what you know to become more helpful.

Personalization should be built into your enrollment marketing strategy rather than added as a clever layer after a student inquires.

When it works, students feel understood.

When it fails, they feel like another name in a campaign.

The report tells us they are increasingly willing to respond accordingly.

Rule #3: A Better Enrollment Marketing Strategy Requires Connected Data

Personalization sounds simple until you look at where the information actually lives.

Your website knows one thing about the student.

Your CRM knows something else.

Your email platform tracks another set of behaviors.

Your digital advertising platforms collect their own signals.

Admissions counselors have notes.

Event systems track registrations.

Social platforms capture engagement.

Financial aid may have information that marketing never sees.

Every system owns a small piece of the student’s story.

The problem is that the student experiences your institution as one organization.

They do not care that marketing uses one platform and admissions uses another.

They do not know that your website team cannot see the same information as your CRM team.

They simply notice when your institution appears not to remember them.

That is why a disconnected data environment often creates a disconnected enrollment marketing strategy.

Colleges have more data than ever.

What many lack is a practical way to turn those signals into better decisions.

You do not need to solve every data challenge before you can improve the experience.

Choose one typical mission-fit student and trace the journey.

  • Where might they first discover you?
  • What do they experience anonymously?
  • What happens after they identify themselves?
  • What does your CRM know at that point?
  • What emails do they receive?
  • When does an admissions counselor step in?
  • Can that counselor see what the student has already demonstrated interest in?
  • Where do parents enter the process?
  • Which messages repeat information the student already knows?
  • Where does the student have to start over?

Those questions usually reveal plenty of opportunities.

Your enrollment marketing strategy becomes more useful when your systems help people understand what has already happened and determine what should happen next.

Rule #4: Use AI to Strengthen Your Enrollment Marketing Strategy

The Enrollment Engagement Report also reveals an interesting tension around artificial intelligence.

Students are using it.

They just do not necessarily want institutions using it on them.

Forty-seven percent of the students surveyed said they use AI tools such as ChatGPT or Gemini during their college search.

At the same time, 60% said they have a more negative perception of a college when its messaging feels AI-generated.

One in three dislikes the idea of communicating with an AI agent.

Additional findings highlighted in my article about AI in college admissions outreach show that 83% of students would rather receive answers from a real person. 

This creates a useful boundary for colleges.

AI has an important role in a modern enrollment marketing strategy, but much of its best work may happen behind the relationship rather than in place of the relationship.

AI can help your team spot engagement patterns, summarize a student’s previous interactions before an admissions counselor reaches out, and surface common questions that deserve a response.

For marketing teams, it can speed up first drafts, repurpose strong student stories across multiple channels, and reduce the time spent sorting through large amounts of data.

For admissions counselors, it can help prioritize follow-up and provide useful context before a conversation begins.

Used this way, AI becomes less of a front-facing replacement for human interaction and more of a behind-the-scenes tool that helps your team respond with greater relevance and care.

Those are meaningful improvements for teams already stretched thin.

I have seen the pressure many higher ed teams are working under.

They do not need technology that gives them one more system to manage.

They need technology that gives them time back. That is where AI can be especially valuable.

The goal should be to make your people more informed, more prepared, and more available for the conversations where a student needs another human being.

Students are making a significant financial and personal decision.

There will always be moments when efficiency matters.

There will also be moments when a student needs someone who can listen, understand the context, and respond with judgment and empathy.

Your enrollment marketing strategy should know the difference.

Rule #5: Build Your Enrollment Marketing Strategy Around Moments, Not Campaigns

Higher ed marketing teams naturally organize work into campaigns like a…

  • Fall visit campaign.
  • Application campaign.
  • Financial aid campaign.
  • Yield campaign.
  • Deposit campaign.

There is nothing wrong with campaigns.

They help teams plan work, allocate resources, and measure performance.

The challenge is that students do not experience your institution according to the campaign calendar. They experience moments.

A student searches for your biology program late at night.

This is where personalization and data become genuinely useful.

They help you determine which moment should come next.

Rule #6: Human Connection Still Belongs at the Center of Enrollment Marketing Strategy

Technology is going to get better.

AI will get better.

Behavioral intelligence will improve.

Personalization will become easier to scale.

The temptation will be to automate more of the enrollment journey simply because we can.

The report gives us a reason to be thoughtful about that.

Students want relevance.

They expect responsiveness.

They appreciate institutions that understand their interests.

But they also remain sensitive to communication that feels artificial.

That is not a contradiction.

Students are telling us they want the institution to pay attention without making them feel processed.

The strongest enrollment marketing strategy uses technology to make human interactions more informed and valuable.

Imagine an admissions counselor preparing to speak with a prospective student.

The counselor can see that the student has repeatedly explored biology, spent considerable time looking at financial aid, watched a campus video, and registered for an upcoming event.

That counselor does not need to begin with a cold script.

They can begin closer to what the student actually cares about.

That conversation feels personal because the institution has paid attention.

For small private colleges, this can become a real competitive advantage.

You may not have the advertising budget of the largest institution in your market.

You may not have a huge enrollment staff.

You may not have every new technology platform.

But you can know your mission-fit students well.

You can communicate clearly.

You can create a digital journey that answers their real questions.

And perhaps more importantly, you can put the right person into that relationship at the right moment.

I have spent enough years in higher education marketing to know that every new trend comes with pressure to react quickly.

There is always another platform.

Another tool.

Another channel.

Another piece of technology promising to transform enrollment.

For already overworked teams, keeping up can become exhausting.

It gives us a clearer picture of student behavior.

Students are researching before we know who they are.
